In the Azure portal, we can change the startup page to Home or Dashboard view based on your preference. Login to portal.azure.com > Click on Portal Settings > from the left menu, Select Appearance + startup view> Choose your startup page> click on Apply button > Change of your selection is applied on Azure Portal.
Selected startup page you will see when you log in to the Azure portal.

Startup page - Home
Displays home page with quick creation of azure resources, displays your recent and favorite resources, quick navigation to subscriptions, resource groups, All sources, and Dashboards. Also, you can find useful tools and Azure documentation links from the home page.

Startup page - Dashboard
Display the most recent dashboard you used out of multiple dashboards. You can create your own Dashboard with pre-existing tile galleries.
